America needs a new formula for chemical safety and domestic manufacturing



The U.S. chemical industry has long led the world in innovation.


When I think of America, I think of manufacturing. I think of the ingenuity that turns ideas into products, the workers who power our industries and the innovators solving some of society’s most pressing challenges.


What ties much of this together? Chemistry.


For decades, chemical manufacturers in the United States have helped drive innovation, supported by a skilled workforce, integrated supply chains and a strong tradition of investment and problem-solving.


As America celebrates its 250th birthday, that leadership can no longer be taken for granted.


In the U.S., the Toxic Substances Control Act, or TSCA, provides the framework for evaluating and managing industrial chemicals. On September 30, the authority allowing the Environmental Protection Agency to collect industry user fees, which help defray up to 25 percent of TSCA implementation costs, will expire. That deadline gives Congress an important chance to strengthen how the system works, reinforce strong standards and build public trust in the process.


Americans are right to expect chemical reviews that are rigorous, transparent and protective of human health and the environment. The question before Congress is whether the system can also be timely and grounded in the best available science, so that safety and innovation are mutually reinforcing.
